I am trying to navigate through programs (patches) in an external synth from the Arturia Keylab Essential 49. I have used MIDI Control Center to assign patch changes to Bank A pads. But, I have not found a way to increment or decrement through external synth patches.
Did you ever receive a reply or figure this out? I’m wondering the same thing
No. I use another keyboard controller to increment thru the patches until I find what I like. Then, go back and program the pads on the KE49. There’s a way to save and load settings but I haven’t got that far yet.

Keylab Essential MK3 can use the pads to send ProgramChange messages to select specific presets, if the target instrument can be reached and somehow allows it.
The controller also send midi CC messages. Pads can also send midi CC. This midi CC can be assigned to increment/ decrement buttons, if the target instrument have those.
The rest is about the target instrument.
Both is possible in Arturias instruments, and they also allow to use the computers up/ down arrow keys to step through presets by default.
