If you Learn MIDI on an non-Arturia VST to get the faders and knobs to work with it are they saved using the MCC or is it VST specific?

Nothing from any VST’s and such are stored bu your controller or it’s software like Arturias MCC.
Your Keylab and MCC store the midi CC settings you set for your controller.
A vST and such can store the midi CC settings you have for those.
When a midi CC your controller use for a control match a midi CC your VST use for a parameter, then that parameter can be controlled by that control.
When you use MIDI learn in a software, then you can make the software learn the midi CC that the control you move have. This leaned mapping is something the software need to store - not your controller.
I suggest you try to find some info about using midi CC. It’s generel. I only give a few info in this reply.

I don’t know what you mean by “every time”. Once your controller and your individual instruments is set up/ mapped, then it’s done. If you wan’t any other kind of setup/ mapping, then you just create a new template (you can save more than one) for your controller and/ or a new midi config (you can save more than one) for your instruments, if they as Arturias allow this. Then you can select the templates/ midi configs you have made.
It’s much about planning your mapping.
