Possible to use an INSERT effect on more than one input?

Can you only send a single audio input to an INSERT effect? Or can I send multiple inputs (such as 1 & 2 or 1 through 4) to my outbound hardware effect?

I heard from Auturia that it’ snot possible. The INSERTs are mapped one-insert to one-input. To group channels you’d need to send it out via a CUE mix and then return it to an input (or two if stereo)?
