So…after messing about with trying to get KeyLab 61 mk3 to work with the Reaper DAW, I reached out to Arturia Tech Support. Their online instructions might be better if they included the following together as was given in the email response:
Thank you for using KeyLab mk3 and for your questions!
- For Reaper please make sure that the KeyLab is set as below.
–>First you’ll need to make sure that Reaper is selected on the DAW protocols in the KeyLab itself:
To set the correct one, please select any program and:
1/ Press Settings button above the Prog button,
2/ Then press Global contextual menu button (button 1),
3/ Turn the Jog Wheel until you reach “DAW PROTOCOL”
4/ Press the Jog Wheel and find Reaper then press again the Jog wheel to validate.
→ The please set Reaper as follows:
1/ Please go to Options > Preferences:
2/ Then in MIDI Devices, in Input check the boxes for Input and Control for the DAW port and Input and All for MIDI port:
In Outputs enable only the DAW port
3/ Then go to Control/OSC/Web and click on ADD :
4/Select Mackie Control Universal and DAW port in In and Out:
→ Transport, loop, metronome, faders and pans for individual tracks should work fine now.

Turns out, it’s not the DAW settings you should select, but the MIDI settings for both Input/Output for the Mackie Control Surface.
For my Reaper MIDI/DAW options, I have nothing selected for Outputs and my Inputs are the following:
