Yes, Turing Vocoder (Synth Voices) is a very interesting preset by Gustavo Bravetti, who also created great keys presets.
I played in the beginning of 2000 with Mbrola, a text to speech synthesis software, making a Japanese voice sing in French. A lot of fun!
Alter/Ego plugin makes it easier now.

Yes, It fits the psy genre immediately. Psy trance is much faster but psytech and psychill slower.
“sound” is important when trying to emulate a genre (psy, trap, etc.). An upright bass would sound weird in psy or trap.
