Whats the best way to connect the both 16rig and the Studio to the same computer at the same time.
Scenario 1: Plug both to two different USBC ports in the PC
Scenario 2?: Is there a way to daisy chain the Studio to the 16 rig or the 16rig to the Studio?
Scenario 1: You can do that, but you must know that you won’t be able to use the two devices on ASIO at the same time. But you still can use one for your computer sounds using Wasapi and the other one in a DAW using ASIO.
Scenario 2: You can connect them using ADAT to get the Inputs of one interface added into the other and have them both working at the same time in a DAW using ASIO.

Yes, you can connect both USBs to the computer at the same time, and in AF Control Center, you can select which one you are editing, and switch control from one to the other without unplugging.
Scenario 2?: Is there a way to daisy chain the Studio to the 16 rig or the 16rig to the Studio?
As Tim mentioned above , you can “daisy-chain” them via ADAT (8 In / 8 Out), using one as the USB-audio interface to the computer, and the other one as an I/O expansion.
On the AF16Rig, that still leaves another ADAT set (8 In / 8 Out) for extra I/Os using the new AudioFuse X8 units.
With the AF16Rig’s routing capabilities, that should be flexible enough.
In order to use both as USB-audio interfaces at the same time, you would have to “aggregate audio devices”.
While this feature is built-in macOS (in the Audio MIDI Setup page), it’s not a built-in Windows feature.
On Windows, this can be done using ASIO4ALL, but I’m not sure how stable that is.
In any case, both interfaces must be locked to the same digital clock, using ADAT Sync or WordClock.
