Pad lighting

From the manual: "The MCC [p.61] can be used to specify a particular color for each pad. If you choose the color blue to represent MIDI notes and the color green to represent Program Changes, for example, then you'll know at a glance which pad does what, even on a darkened stage."

My question: Doesn't a pad have to be pressed for it to illuminate? Could you explain a little bit more about seeing pad colors in the dark? Sorry if I misunderstood the wording in the manual. Also, I am interested in User Mode in this regard. Thanks.
