Keystep Mod Wheel with DIVA VST/Ableton

So the Mod Wheel works in Ableton.  I see the MIDI activity button light up.  I can assign/configure DIVA knobs to the Mod Wheel from Ableton.
But When I'm in the VST, the Midi activity does not light up when i touch the Mod Wheel.  The pitch up/down works just fine in both Ableton/Diva.

My Midi control center is all set to USER. 

anyone have the problem? It's not the end of the world... but would like to solve it.

I figured it out.

For future people who might get stuck.
In Arturia MIDI CONTROL CENTER, there is 2 settings.

1.)ModWheel Midi Ch
2.)ModWheel CC

Set ModWheel Midi Ch = USER
set ModWheel CC = 1

What confused me was that ModWheel CC is a knob that goes from 1-127, and the setting is below sustain Low-High knobs.
Thought it was sensitivity setting for the ModWheel.

I'm new to this.  Best to learn by understanding why I'm stupid.
