high pass filter frequency range (especially steiner)

hello,
is it normal that the high pass filter on the steiner filter, also when it is fully open, has less low end than the low pass filter.
I've  tested it with a sub sine and a saw wave. the difference is huge. compare lp and hp fully open and the high pass has much less low end. It seems like it doesn't open fully. In steiner 24 db mode of course it is worst. is it just the design?
On the ladder i think there is also a difference, not sure. had to go home.

What I have seen is that none of the filters let pass all the spectrum when they are fully open, either in Low
Pass or in High Pass modes. We always loose something in the low or the high end.
I suppose that it is due to limited values of the cutoff frequencies ?
It is a shame, but it can be compensated with the combination of the two filters...
