how do midi encoders and software stay in sync?

I just bought this unit and working with it on Akai VIP, Ableton, and some standalone synths like Pigments.
The endless encoders act like fixed rotary knobs so what is the point?  At least with a fixed knob range I can tell what the current setting is.  The point of an endless encoder is to match and sync to software changes.  The knobs have no visible setting so I just end up twiddling the knob until it starts sending CC mssgs.
Ideally the knobs are always internally set to match the SW and any knob changes automatically start lowering or raising the value.  SW controls that receive midi increment/decrement signals would work but most of the software controls don't seem to respond to those.
(Midi Fighter at least shows you the current internal knob settings)
Can somebody describe what kind of back and forth signal flow is generally going on between controllers and softwares?  I'm familiar with the basics of midi signals but not how sofware and hardware typically interact.
