Keylab 88 encoders odd behavior

I recently purchased a used Keylab 88 mk1 and am noticing an odd behavior with the encoders that is driving me crazy. This behavior is happening consistently with all encoders so I'm sure its not a dirty encoder problem.
I'll describe my observations.

When encoders are set to: Control mode and Absolute
     Rotating slowly clockwise: midi output produces positive values in increments of one. (1,2,3,4,5,ect...)
     Rotating slowly counter clockwise: midi output produces negative values in increments of two. (20,18,16,14,ect...)

When encoders are set to: NRPN/RPN
     Rotating slowly in either direction produces what I would consider normal and expected output, increasing and decreasing values in increments of one. cw(1,2,3,4,5) ccw(5,4,3,2,1)

So the practical question is why do the encoders turn down plugin parameters twice as fast as it turns them up when in absolute control mode

Is there a setting that I'm overlooking that could cause this behavior when in absolute control mode or is that "working as intended"? (tried all available firmware versions and it was the same with each)
Relative mode acts as expected outputting 63 and 65 as its supposed to.

Any help with this would be appreciated.
