I was going to ask a similar question. I already own 9 out of the 15 FX in the bundle, but if I want to upgrade to the full bundle, I get charged full price. I did get an upgrade price before to the 9 FX bundle, but not now and I am certainly not going to buy the plugins I already own again to get all the other FX. It also looks like the option to buy all the reverbs or delays as individual bundles have disappeared, so there is basically no upgrade path at all unless I buy the plugins individually or the full bundle(not going to happen).
