BSP getting hot on the STM chip powers on, no lights

Hi all,
I've got a used BSP that probably has a hardware issue.
It first stopped being recognised by the computer and then it started getting hot.
After that it stopped powering up properly, sometimes it could power up sometimes not.
Now it powers up with all lights off and that's really it.
If I press any of the pads the leds light and I can change seq 1, seq2 and drum modes but no other LEDs or LCDs light up as they should.

I felt it was getting warmer than it should so I opened it up and the 3.3V regulator on the potentiometer side and the MCU are getting very hot to the touch.
Power consumption is about 0.7A which is a bit high for the BSP.
On the RX test point I get about 1.1V (I should be getting about 3.3V if I remember from another unit).
All the other voltages seem correct, no shorted tantalums or something really obviously shorted or damaged.
Any ideas of what might be wrong?
Any common places to look?
USB socket is fine, no lifted traces no nothing.
