CC91 is not working for me.
Am I missing something ?

I'm afraid that drawing is incomplete and wrong. CC 91 is not master volume - it's the ARP/SEQ Rate control.

I tried to give you folks a reference to the correct CC assignments there. Again: unfortunately the image in the OP is incomplete and incorrect.
The main volume has no CC assignment.

That's because it's not really a straight up parameter. It's a macro that makes and breaks the Env->Cutoff assignment in the mod matrix and adjusts the amount there.
