I tried to make a transaction to purchase V Collection 3 with a promo code that showed on my account info. The transaction did not go through, because my credit card company thought there was fraud, because it was purchase from France. I cleared up the problem with my credit card company, but now the website thinks I already used the PROMO CODE.

That's probably because the coupon was disabled.
