Title: questions about the mod wheel before buying Keystep

I am about to get the key step but I dont quite understand how the mod wheel behaves, it being a touch strip instead of a wheel. on a traditional midi controller, the mod wheel stays in the position you left it. how does it work with the key step? lets say you drag the mod wheel to 60%, and let go. will the vst still see it as 60% after you lift your finger?
if so, what happens when you next touch the mod wheel? since you cant physically touch exactly at 60% where you left it. how do you accurately use it? where does it default to when you next touch the mod wheel strip?
