Title: How to send values with NRPN commands

So I'm trying to create a template for Deepmind 12 in Arturia Keylab 88 Mk II.
Deepmind would like to have a NRPN command of MSB = 1, LSB = 27 and then value 0 or 1 to turn arp on / off for example.
I can't figure out how to get the value to the buttons? Am I missing something?
